City of Refuge Lake Highlands is a community asset and unique ecosystem focused on relationships that address core human needs and provide customized pathways for our most disadvantaged residents to reach their potential.
An urban farm, a farm-to-table café, a workforce innovation hub, primary and behavioral healthcare, and transitional housing will be located at one site to help people build job skills and secure long-term employment opportunities to empower long-term thriving.
This initiative will provide people experiencing homelessness with the necessary services and environment to recover while creating a sense of community connected to and integrated with the surrounding neighborhoods.

Project Champion
Deputy Mayor Pro Tem Adam McGough serves as City Council-member for District 10, which includes the neighborhoods of Lake Highlands and Hamilton Park, and the site for Lake Highlands Village. He has extensive history dealing with issues involving poverty, homelessness and neighborhoods through his previous roles as Chief of Staff for Mayor Mike Rawlings, Chief of Community Prosecution and Special Assistant U.S. Attorney.
McGough is known for bringing people together around complex issues and his creativity in resolving conflict. He has been active in convening partners and has designated this project as one of his top priorities moving forward.
